How can I get the combination of water in Lego Batman for PS2?

I played the game LEGO Batman craze free the penguin "There it Goes Again "and saw 2 mini-kit of parts in the background and none of the characters that I can swim down. I saw a walk through it and he said I should use the combination of water, but I'm not her and not know where or how to get it. SOOO I would be grateful if someone could tell me how to get it or a trick or something! Thanks, Sarah
